1. Call To Order & Virtual Meeting Reminders
• The Tisbury School Building Committee 2019-2021 (TSBC) was called to order at 5:33PM. TSBC Chair Harold Chapdelaine reviewed the protocol for remote meetings occasioned by the pandemic. All participants were welcome. The meeting was being recorded for posting, along with all background documents, on the Project website http://www.tisbury-school-project.com.

2 . Tisbury School Building Committee (TSBC) Attendance – was called.
3 . Minutes from May 5, 2021
• There was a request to table this vote until the Ms. Rachel Orr’s list was received (see documents on file). However, Minutes were a record of the actual meeting and not of its result—as such they reflected the request for the list.

4. Report from 5/19 Planning Group Meeting
Planning Board discussed the project scope looking at aspects within their purview: site plan, parking, massing, sidewalks, complete streets, open space/recreation, etc. There was both considerable support in addition to questions to be addressed, along with a strong desire for coordination. The Board would reconvene on June 3rd to draft a letter.
5. Communications Working Group Update
a. Public Meeting at MV Film Center on 5/25 @ 6:30
• Zoom coffee talks were continuing.
• Board of Health Agent Maura Valley gave permission for a hybrid public forum: in person, by Zoom, recorded/broadcast on MVTV, and posted on the website. The Center accommodated 85 socially-distanced persons; masks were required.
• Mr. Bob Tankard would interview Mr. Chapdelaine on Tank Talk this week.
6. Review of Updated Space Summary – (Tappé)(See documents on file.)
Mr. Chris Blessen of Tappé Architects slightly revised/clarified the space summary— 1.56 net to gross ratio remaining unchanged.
– The 1,114 sq. ft. of kitchen space included the servery (which could be shifted depending on lunch vs. cooking usage) plus a small storage closet. The kitchen consultant would further revise it in the design development phase.
– Hallways were not part of the net due to creative use of open space for gross footage advantage, for example when not used as a lunchroom, tables could be moved back for
streamlined passage.
• THE TSBC ACKNOWLEDGED RECEIPT OF THE UPDATED SPACE SUMMARY AS PART OF SCHEMATIC DESIGN TO BE POSTED ON THE WEBSITE.
7 . Discussion for TSBC member Speaking/Presentation at Town Meeting
(See below: Meetings/Events, & Actions.)
The Town Meeting Moderator would meet with the Tisbury School Committee (TSC) tomorrow on how the Special Town Meeting (STM) would be structured. A preliminary overview at the recent Town Cabinet meeting suggested Select Board and TSBC member Mr. Rogers would open followed by TSC/TSBC representative Mr. Watts and then Mr. Chapdelaine, after which the professionals would make an informational presentation. Protocol emphasized that Town Meeting belonged to the Towns people not government representatives, board or committee members.
– TSBC members would have the opportunity to walk up to a microphone like any member of the public, and identify their opinions as either private or representing the TSBC.
– Restrictions determined which brochures could be distributed inside or outside the meeting.
– The Moderator would likely refer a direct question to the TSBC Chair who could defer to an appropriate professional or representative, e.g to Mr. Blessen around design or Prin. Custer or staff about the educational program.
8. Receipt Acknowledgement of Rachel Orr’s Communications Pursuant to Request of Members at the May 5, 2021 Meeting

Ms. Orr’s letter was not distributed prior to the meeting as it was an opinion (unlike professional information) and consequently considered a form of deliberation that would violate Open Meeting Law. The depth and breadth of the memo warranted it being taken under advisement by the professionals for a future meeting.
